JUSTICE FORUM AT WHATCOM COMMUNITY COLLEGE

July 24th 2019

Attended last night’s Justice Forum at Whatcom Community College and heard presentations from our community partners at the LITERACY COUNCIL, GOODWILL, HEALTH DEPARTMENT GRACE PROGRAM, PROSECUTING ATTORNEY and our COURTS on the relationships and cooperation that have been developed to prevent crime and reduce recidivism through diversion, treatment and education. Also heard about successes in SKAGIT County resulting from similar efforts. I presented on the comprehensive approach your Sheriff’s Office is pursuing with respect to increasing reliance on diversion to mental health and substance abuse treatment, education and alternatives to incarceration. I’m proud of the men and women of the Sheriff’s Office commitment to these philosophies.

VAN ZANDT COMMUNITY MEETING

June 22nd, 2019

This evening I attended the Van Zandt Community Meeting and Pot Luck dinner at the community hall. I had the opportunity to speak with many residents about emergency preparedness and response, successful efforts to enhance law enforcement availability in rural communities and our increased reliance on mental health and substance abuse treatment as effective alternatives to the criminal justice system. Your Sheriff’s Office is leading efforts in these areas. GREAT MEETING and GREAT COMMUNITY!!!! A special thanks to Jim Abernathy and Jeff Margolis. I appreciated meeting old friends and making new ones!

ANNUAL REPORT TO COUNTY COUNCIL

June 18th, 2019

On Tuesday, I presented the County Council an annual report outlining the work of Sheriff's Office in protecting our community from violent and dangerous criminals. As part of that report, I emphasized the the impact mental health and substance abuse issues have on our community and the criminal justice system and the value and techniques, where safe and appropriate, of diverting people from the criminal justice system and jail to mental health or substance abuse treatment. I also encouraged Council to re-think a plan to replace the jail. I also reported on our work in preparation for natural and man made disasters.

2018 SISTER BRIGID COLLINS AWARD

June 17th, 2019

The Brigid Collins Family Service Center does a tremendous job in protecting the most vulnerable children in our community. Using evidence based practices, BCFSC services range from forensic interviewing and sexual assault examinations conducted in a way to reduce trauma to improving patenting and educating our community on recognizing and reporting suspected abuse. I am proud to have over the past decade, serve on the Board of Directors and later the Advisory Board. My goal is to maintain and improve the close coordination and relationships that exist between law enforcement and BCFSC to protect children. One of the highlights of my career, was to be awarded the 2018 Sister Brigid Collins Award. I am pictured below receiving the award from Executive Director Byron Mannering who has lead BCFSC for the past quarter century.

STRENGTHENING ALTERNATIVES TO JAIL AND PATHWAYS FOR TREATMENT

ENDORSED for STRENGTHENING ALTERNATIVES to JAIL and PATHWAYS for TREATMENT

As Sheriff, I have worked closely with diverse community leaders to increase opportunities for alternatives to incarceration and provided leadership in developing responsible and smart solutions to make our community safer. I am proud to be ENDORSED by JILL BERNSTEIN and JACK HOVENIER, former and current CO-CHAIRS of the WHATCOM COUNTY INCARCERATION REDUCTION and PREVENTION TASK FORCE.

“Since 2015 we have worked closely with Sheriff Elfo on the Incarceration Prevention and Reduction Task Force. Sheriff Elfo has consistently considered and implemented many tools, ideas and suggestions to try to safely reduce the population within the Whatcom County Jail. He is a proven community leader in diverting individuals with behavioral health issues away from jail and toward appropriate treatment. WE SUPPORT the REELECTION of the SHERIFF and RESPECT HIM as a STRONG PARTNER and LEADER in our COMMUNITIES EFFORT to DEVELOP and STRENGTHEN ALTERNATIVES to JAIL.”

The Sheriff’s Office now has a highly trained BEHAVIORAL HEALTH DEPUTY PROGRAM, the MOST ROBUST JAIL ALTERNATIVE PROGRAMS in the STATE, greatly ENHANCED SUBSTANCE ABUSE and MENTAL HEALTH TREATMENT within the JAIL and is working with others to open a CRISIS STABILIZATION FACILITY. Working together with other stakeholders and the community, change that will make our community safer is being accomplished.

BRIGID COLLINS FAMILY SUPPORT CENTER "MIAMI VICE" THEMED AUCTION AND FUNDRAISER

May 6th, 2019

Glad to attend the Brigid Collins Family Support Center “Miami Vice” themed auction and fundraiser last Saturday night with my wife.


BCFSC does many things to support children in our community and I’m proud to be a current advisory and former board member.


I especially appreciate the support BCFSC provides law enforcement in conducting forensic interviews and medical examinations of child victims of sexual abuse. I’m proud to have my photo taken with Byron Manering who is celebrating 25 years the organization’s executive director.


GREAT JOB Byron and the entire BCFSC staff and volunteers.
